Location

Even though the postal address says "Adelphi, MD" (https://www.umgc.edu/ , 3501 University Blvd. East, Adelphi, MD 20783 ) it's actually physically in College Park, MD (see "UMUC" at https://www.roads.maryland.gov/Town_Gridmaps/TownMap_037_CollegePark.pdf). As per https://web.archive.org/web/19961031170034/http://www.ci.houston.tx.us/annexation/annexation_FAQ.html , the USPS city name =/ the municipality/place where a something is located.

"The U.S. Postal Service establishes ZIP codes and mailing addresses in order to maximize the efficiency of their system, not to recognize jurisdictional boundaries." (and see the context behind this: The City of Houston annexed Kingwood, but the mailing addresses did not change)
