Travel bubble flights

Several flights to and from BOM are currently (October 2021) operated only under the air transport bubble program ^[1], but there does not appear to be agreement regarding the inclusion of these flights in the destination list. I believe we should seek consensus on this question instead of repeatedly adding and removing flights from the list.

WP:AIRPORT-CONTENT does not appear to contain a policy on travel bubble flights. At least some of the flights are operated on a regular schedule and are listed by airlines with no distinction to all other flights, suggesting that they should be included in the list. For instance, United Airlines flight to Newark is listed by the airline as any other flight would be ^[2], and appears to operate consistently every day ^[3]
